Report: Problems with America Supports You

About $9.2 million in appropriated funds were inappropriately funneled to the independent newspaper Stars and Stripes to finance a Pentagon program aimed at telling troops how well they are supported by the general public, the Defense Department Inspector General has concluded.
And a senior Pentagon official conducted that program, America Supports You, in a "questionable and unregulated manner," producing "results that were not consistent with the program’s objective," the IG report said, adding that the official had "too much authority and control over the ASY program."
Stars and Stripes officials also "lost visibility" of $4.1 million in appropriated funds — those authorized by Congress for specific programs. The IG’s Dec. 12 report also concluded that about $1.9 million from Stars and Stripes’ nonappropriated fund account was spent to subsidize expenses of the ASY program
In addition, a senior Pentagon official was directly involved in raising money for a private fund of the same name that was created to independently back the ASY program. Such activity is prohibited by a Joint Ethics Regulation that says Pentagon employees "shall not officially endorse or appear to endorse membership drives or fundraising for any non-federal entity" save for approved programs such as the Combined Federal Campaign.
That official — the person mostly to blame for the problems, the audit concludes — was Allison Barber, former deputy assistant secretary of defense for public liaison. In that position, Barber oversaw internal communications, including Stars and Stripes, and public liaison.

In 2004, the office of then-Secretary of Defense Donald Rumsfeld set up ASY as a six-month effort to showcase the U.S. public’s backing for the troops and their families. "If you’re serving overseas, and you watch the mainstream media coverage, sometimes you can’t tell if America knows you’re there," one official overseeing the program says. America Supports You was seen as a way to counteract that sense.

WASHINGTON, July 30, 2007 – Radio talk-show host Laura Schlessinger is used to millions of people listening to
her. Today, however, it was her turn to listen, as Defense Department officials acknowledged her support of
America’s servicemembers.
Deputy Defense Secretary Gordon England thanked "Dr. Laura" as he
presented Schlessinger with the Office of the Secretary of Defense
Medal for Exceptional Public Service in a brief ceremony at the
Pentagon. The award cited her work to raise awareness of and financial
support for a California-based nonprofit group, "Operation Family
Fund."
"On behalf of the Department of Defense and everybody who serves in
the Department of Defense and the American people, I just want to
say, ‘thank you for your great work,’" England said.
England also thanked Operation Family Fund’s founder, Mike Cash,
for his work supporting military families. "Thank you also for your
great work directly benefiting these great men and women who need
help, deserve help and appreciate (what you do)," he said.
Operation Family Fund provides financial assistance to families of
military personnel severely injured or killed in Iraq and Afghanistan.
The group also is a supporter of America Supports You, a Defense
Department program connecting citizens and corporations with military personnel and their families serving at home and abroad.

WASHINGTON — The Pentagon is preparing an emergency spending proposal that could be larger and broader than any since the Sept. 11 attacks, covering not only the wars in Iraq and Afghanistan but extending to other military operations connected to the Bush administration's war on terrorism.
The spending plans may push the Defense Department into conflict with Democrats as they take control of Capitol Hill in January. Democrats had been planning to limit the emergency "supplemental" spending measures that have funded the wars in favor of the regular federal budget process, which affords greater oversight and congressional control.
The next request stands to be larger partly because of new rules laid out in an Oct. 25 memo from Deputy Defense Secretary Gordon R. England. Rather than strictly limiting spending to Iraq and Afghanistan costs, the memo said the military services could include costs associated with operations that are part of the larger war on terrorism.....
and the war on terror, ie the wild goose chase, continues thanks to these folks..
